Purpose

The Benefits Consortium is a consortium of the institutions involved with the voluntary multi-institutional ongoing benefits consulting initiative. Its purpose is to represent the interests of their respective institutions in this initiative.

Membership

Members shall consist of one representative from each college/institute, appointed by that college/institute, involved with the multi-institutional ongoing benefits consulting initiative.

*Note: Capilano University is a member of the Consortium for their Faculty, Support Staff, and Executive/Administrative groups for Life, LTD and STD only.



Chair

A Chair, Vice Chair and Secretary shall be elected from members of the Consortium annually. The Chair of the Consortium shall be a member of the Employee Benefits Advisory Committee (EBAC) of the Post Secondary Employers Association (PSEA).

Quorum

A quorum shall be a simple majority of the members appointed to the consortium.

Tasks & Responsibilities

The responsibilities of the Consortium will be to provide direction and input on the multi-institutional ongoing consulting initiative and any pilot projects which are undertaken as a result of the initiative.

The tasks of the Consortium will include:

  • making recommendations to the EBAC;
  • acting as a liaison to the EBAC on system-wide benefits issues;
  • the administration of the ongoing consulting initiative;
  • reporting back to and providing communications to member institutions regarding the ongoing consulting initiative;
  • keeping track of any savings attained through the ongoing consulting initiative and reporting these savings back to the EBAC and member institutions;
  • providing direction on implementation and evaluation of the ongoing consulting initiative;


Minutes

The Minutes of the Consortium shall be filed with the Benefits Consortium, the EBAC and the executive Director of PSEA.

Meetings

The frequency of meetings of the Consortium shall be determined by its members as required;

The Consortium will meet with the EBAC at least twice per year to discuss system-wide benefits issues as they relate to the ongoing consulting benefits initiative;

The Consortium shall endorse access to the current consultant of the ongoing benefits consulting initiative, from time to time, to the EBAC for the purpose of discussing system-wide benefits issues.

Support

Support will be provided by the elected secretary and will be the sole responsibility of the Consortium.

Expenses

Expenses incurred in carrying out the purposes of the Consortium will be the sole responsibility of the Consortium and its members.

Access

Access to the Consortium and its agenda will be through the Chair or the Executive Director of the PSEA.
